Resource Group is a container that holds related resources. The resource group includes those resources that you want to manage as a group. You decide which resources belong in a resource group based on what makes the most sense for your organization.
A resource group can be used to scope access control for administrative actions.
You can add or remove a resource to a resource group at any time.
Each resource can only exist in one resource group.
On Navigating to a specific resource group, User roles, Virtual Machine, and Virtual Networks can be managed.

Owner
Has full access to all resources including the right to delegate access to others.
Contributor
Can create and manage all types of resources but can't grant access to other
Reader
Can view existing resources
